Matt Moore has signed his one-year, $3.043 million tender with the Carolina Panthers, who have declared him the starting quarterback going into training camp. Moore's agent, Lynn Lashbrook, says Moore preferred to sign the tender than test the free agency market. Thursday's move comes a week after the Panthers released longtime starter Jake Delhomme.

The Carolina Panthers tendered qualifying offers to eight of their 11 restricted free agents.

As expected, linebacker Thomas Davis and quarterback Matt Moore got the highest qualifying offer—a first-and-third round tender—which should be enough to deter other NFL teams from signing them to an offer sheet. Meanwhile, tight end Jeff King, cornerback Richard Marshall and defensive tackle Louis Leonard received second-round tenders, and linebacker James Anderson, defensive tackle Tank Tyler and cornerback C.J. Wilson received the original-round tenders, meaning the compensation for losing them is equal to the round in which they were originally drafted. The Panthers have seven days to match an offer from another team should any of those players sign an offer sheet.
